Belgian foundling known as the “Famous Belgian Mandarin.” As both a Belgian and a Chinese mandarin (senior bureaucrat) in the late Qing government, he acted as a liaison on various Sino-Belgian projects in the late nineteenth century. The best known are the negotiations for Belgium to build the first major railway in China, the Beijing-Hankou Railroad (Lu-Han Railway in China) and the development of a Belgian-Chinese industrial, mining and commercial enterprises in Lanzhou, the capital of Gansu province. He died on 26 September 1906 in Xian, China.Sy Scholfield cites birth certificate quoted in "Mandarijn Paul Splingaerd, Mémoires in-8o - Volume 49, Issue 1" (Brussels, 1986), p. 14: "Du douzième jour du mois d'Avril l'An Mil Huit Cent Quarante-Deux, à dix heures du matin, Acte de Naissance de Paul Splingard, Né le même jour à quatre heures du matin, Fils de Pauline Splingard, femme de chambre domiciliée en cette ville rue de Laeken Section 4 N° 81, accouchée rue de l'Evêque Section 5 N° 2."
