Ukraine sits at a particularly pivotal place on planet earth, between Europe and Russia. Like many other countries, Ukraine has had a turbulent past complete with invasions, famine, wars, massacres, annexation to foreign countries, and periods of independence. Following World War I in 1918, with the dissolution of the Austrian empire, parts of the Ukraine were annexed to Czechoslovakia and Romania. In 1921, the country became the Soviet Socialist Republic of Ukraine. On August 24, 1991, Ukraine proclaimed its independence from Russia. Over 90% of the population approved of independence in a referendum vote held on December 1 that year. Ukraine then became a parliamentary democracy with separate executive, judicial, and legislative branches, and the country elected its first President. On December 8, 1991, Ukraine, Russia and Belarus formed the CIS, Commonwealth of Independent States, a loose association of three former Soviet Republics. The Ukraine’s constitution was adopted on June 28, 1996.Nick Campion in "The Book of World Horoscopes," Cinnabar Books, 1996, p. 373 citing local astrologers for 5:31 PM BGT/2:31 PM GMT
