He greeted the public from the Papal balcony delivering his blessing in his first “Urbi et Orbi” speech at 6:48 PM local time according to the Vatican press office. The Pope has been a Cardinal since June 27, 1977. Before his ascension to the highest office in the Roman Catholic hierarchy, he was Dean of the College of Cardinals. Taeger Collection quotes birth certificate; Bordoni gives same information; Sy Scholfield quotes an article by Patricia Yollin and Suzanne Herel on 20 April 2005 in The San Francisco Chronicle PG A.12: "Joseph Ratzinger was born at 4:30 a.m. on April 16, 1927, to parents named Mary and Joseph." Scholfield also quotes the Pope's brother's biography, Georg Ratzinger's "My Brother, the Pope" (Ignatius Press, 2012), p. 38: "Then came the day about which so much has been written, that April 16, 1927, when my brother Joseph was born. . . The future Pope Benedict XVI was born at 4:15 A.M., and his baptism followed that same morning at 8:30."
