American entrepreneur who developed programs for astrological computations in his spare time while working for IBM for 17 years. In 1973 he founded ACS, Astro-Computing Service., a creation which melded together his two lifelong interests, metaphysics and computers. As ACS became the leading source of computerized calculations for astrologers, a publishing division was added and the name was legally changed to Astro-Communications-Services in 1990. LMR quotes him 1978, given as CST. In 2015, Wayne Turner asked Maria Simms about what she knew of the source of this precise to the minute time. She replied "As I remember, Neil's citing of his exact birth time was a combination of what he'd been told by his parents as the approximate time, plus his own experience with calculation after he'd become interested in astrology and decide to try to refine the time he'd been told." Therefore, the Rodden Rating was adjusted to C = rectified.
